The index had been flat for much of the second half of last year. It then steadily began falling, hitting a two-year low in March, before bouncing back in April.

Only three districts reported growth for the manufacturing sector: Atlanta, Philadelphia, and St. Louis.

The decline is accredited to higher-than-expected interest and inflation rates, as well as higher supply costs and tighter lending conditions for builders

“Without question, current conditions in the scrap markets remain challenging,” Tamara Lundgren, chairman and CEO, said.

While the sale of aluminum scrap is declining, there's a surge in demand from consumers.
