The index had been flat for much of the second half of last year. It then steadily began falling, hitting a two-year low in March, before bouncing back in April.
Only three districts reported growth for the manufacturing sector: Atlanta, Philadelphia, and St. Louis.

While the sale of aluminum scrap is declining, there's a surge in demand from consumers.
